OLRS comments on proposed rule changes to vocational rehabilitation program
The Ohio Legal Rights Service (OLRS) provided written testimony on proposed rule changes to the Ohio Rehabilitation Services Commission (RSC) vocational rehabilitation program.
The testimony, submitted by OLRS attorney Barbara Corner, identified concerns and recommendations to many of the proposed changes to policies and procedures, such as use of comparable benefits, consumer contribution, eligibility for services, the individualized plan for employment (IPE), appeals procedure and home modifications. Corner specifically noted that OLRS believes that proposed OAC 3304-2-52(1) (consumer contribution) and OAC 3304-2-61(D) (continued services during the
pendency of an appeal) are not in compliance with federal law.
Representing clients who have been denied appropriate planning and services for transition to higher education and vocational rehabilitation is one of OLRS' programmatic priorities.
