Reports provide updates on long-term care and community integration

Two reports recently released provide updates on the economic aspect of long-term care in Ohio and the status of the progress of implementing the Olmstead decision.

Ohio Council for Home Care releases long-term care cost report

An economic study, prepared by Driscoll & Fleeter for the Ohio Council for Home Care, provides the latest data about spending for long-term care in Ohio in 2004, 2005 and 2006, and updates the data found in Driscoll & Fleeter's 2007 report comparing relative cost of home and community based care and nursing facility care. Among the findings, the study shows that in fiscal year 2006, Ohio allocated 28.2% of its long-term care spending to home and community based care which is an improvement over the 23.6% found in the 2007 report for fiscal year 2005. The report further states that this slight increase accounts for the improvement in the national rankings, but that Ohio still falls far below the 40.9% national average.

Bazelon Center for Mental Health Law reports on the "unfulfilled promise" of Olmstead

Bazelon reports on the progress of Olmstead ten years after the court's decision. Under the decision in Olmstead v. L.C. and E.W., states were ordered to provide care for people with disabilities in a community setting, where medically possible. However, the report states that "While there are pockets of progress across the country, no state has adequately fulfilled the Olmstead mandate of serving people with mental illnesses in the most integrated setting, consistent with individual need." The report recommends that states assess the number of people in their care who could be better served in community settings and shift funding from institutions to community-based supports.
