Medicaid in Schools Program
The Medicaid in Schools Program (MSP) provides federal Medicaid reimbursement to school districts for many of the same services that were once provided by CAFS (Community Alternative Funding System). The MSP program is coordinated between the Ohio Department of Job and Family Services (ODJFS) and the Ohio Department of Education (ODE) and allows schools, with parents' consent, to request reimbursement from Medicaid for certain services identified on the student's Individualized Education Program (IEP).

In July 2009, the Ohio Legal Rights Service (LRS) submitted comments to the Ohio Department of Education on proposed revisions to rules implementing the Medicaid Schools Program (MSP). LRS strongly recommended that students and families give consent, in addition to being notified, when a local education agency (LEA) wants to access their Medicaid benefits as required under state and federal law for both the MSP program and the Individuals with Disabilities Education Act (IDEA). LRS also recommended that MSP include access to all federally allowable Medicaid reimbursement across all disability categories. The MSP authorizes LEAs that choose to become Medicaid providers to receive reimbursement for medically necessary services provided to students who are eligible under both Medicaid and the IDEA.
